Mobile Money has been touted as key to financial development in Africa. There is certainly very considerable potential. However, it is clearly easier to introduce in some countries than in others, as indicated by the different experiences of Nigeria and Kenya. The size of the unbanked population, the level of telecom penetration, the current telecom set-up within a country, the level and type of regulation, the cultural appreciation of market innovation, and political will all seem to be factors determining the level of penetration of Mobile Money.
