Communication for first responders

摘要

One of the well-acknowledged lessons from the aftermath of the September 11, 2001 attacks was that federal, state, and local authorities had failed to properly prepare to support first responders with logistics, inter-agency coordination, and communication capabilities. The logistic issues fortunately yielded to largely administrative and procedural improvements, but inter-agency coordination and communication also required significant enhancements to the networks on which those activities depend.
