IDEA Legislative Priorities in 2009: Appropriations, tax incentives and climate change

What a roller coaster! After successful advocacy by IDEA, $1.5 billion in funding for the Energy Sustainability and Efficiency Grants and Loans for Institutions program was included in both the House and Senate economic stimulus bills. In a normal legislative process, that would be the end of the story: The conference committee, formed to work out the differences between the bills, would of course include this common provision in the final legislation. However, the economic stimulus bill was truly an extraordinary piece of legislation, not only in size and scope, but also in the speed with which it was finalized.
