Exploiting unused digital capacity is an emerging industry, and many services are likely to debut and go through a trial and error period. We've looked at other applications broadcasters might explore in the digital world besides the approaches they currently are undertaking. We believe that using spectrum for datacasting as well as the transmission of content could create significant value—it's clear broadcasters can provide a valuable service by aggregating bandwidth, providing a nationwide platform to those looking for spectrum, and managing the complex process of datacasting. Additionally, by incurring the expense of standardizing station equipment necessary to transmit data on an opportunistic basis, broadcasters may be able to roll out a standardized platform—much more attractive to customers—rather than piecemeal offerings.
