Federal infra funding should Focus more on performance

Of all the online content that has proliferated since the pandemic, I think no topic in water has been more discussed than digitalisation (unless it is resiliency). I recently found myself listening to a webinar on digitalisation AND climate resiliency for water systems. One would think the topic had been exhausted, and indeed the conversation was mostly as expected, outlining various initiatives involving the use of data and analytics to improve a utility's ability to manage climate change and other disruptions. However, one small story gave me pause, and I have been thinking about it ever since.
