摘要

The construction of water conservancy and other structural measures can only reduce the flood disaster to a certain extent. In order to improve theeffectiveness of flood control and disaster reduction under the new situation, the flood forecasting and early warning simulation system has been put for- ward as a nonstructural measure. In this paper, the distributed hydrological model is used as the theoret- ical basis to design the system. With the help of ge ographic information system technology, remote sensing technology, network technology and other technical means, the mathematical model with goodversatility is constructed, which is based on the three-layer framework of C/S. At the same time, the key technologies and operation functions are opti- mized, and the integrated simulation system plat-form of flood monitoring and early warning is de- signed. The collection of massive data of meteoro- logical, hydrological and forestry departments, and the prediction of flood routing are realized. It effec. tively improves the ability of emergency response and disposal of flood control and disaster reduction. and achieves the purpose of reducing economio losses.
