Congress has shifted the Defense Department's chief data officer position away from the endangered chief management office, while Pentagon officials say the first department-wide data strategy is awaiting Defense Secretary Mark Esper's signature. The Fiscal Year 2020 National Defense Authorization Act, signed by President Trump last month, shifts the CDO position under DOD Chief Information Officer Dana Deasy's office. Michael Conlin has been serving as the Pentagon's first CDO since July 2018. The law also returns management of business IT management systems to the DOD CIO, transferring oversight of the Pentagon's approximately $42 billion in annual IT spending entirely within Deasy's purview. Both the CDO position and business IT systems had been managed by the CMO. Congress created the CMO position in 2015 to serve as the No. 3 official at the Pentagon, granting the role authority over all enterprise business operations and shared services.
