Although the teachers in the Norwegian Schools of Music and Performing Arts (Kulturskolen) areconsidered to have high levels of competence, there is not much research available as to whetherthis competence is suitable for solving issues that the kulturskolen may face in the future. The newcurriculum framework for the schools (Norsk kulturskoler?d, 2016) sets formal demands for theteachers’ education and also - through its regulation of content - on the competencies that are neededin the schools. This article examines how the headmasters of the municipal kulturskole in threeNorwegian counties - Buskerud, Telemark, and Vestfold - interpret the competency situation in their institutions in relation to the curriculum framework′s requirements and intentions. The researchproject underlying this article shows that the principals feel that there is a need for adjusted andstrengthened competence in their institutions in order to meet the increased focus on breadth andsocial aspects that is found in the curriculum framework. Their staff (the teachers) do not necessarilyhave the skills required for this, even though their level of education is high. Thus, there is apossible gap between the competence and skills available and the tasks needed to be done. In thearticle’s last and more exploratory part, explanations are proposed as to why this situation occurredand how it can be solved.
