In 2011, WHO reached a global health milestone whenthe organisation achieved international agreement ona framework for pandemic influenza preparedness thatwould facilitate the sharing of influenza virus samplesand data, allow vaccine access, and address aspectsrelevant to low-income and middle-income countries(LMICs).1 Similarly, in 2015, a WHO consultation duringthe Ebola virus outbreak in west Africa emphasised theneed for global norms and for the public availability ofdata during public health emergencies.2 This positionwas echoed a few months later by the WellcomeTrust and other leading scientific organisations andhealth agencies during the Zika virus outbreak in theAmericas, which encouraged widespread and rapid dataavailability.
