Voices of Change in Cuba from the Non-State Sector constitutes a remarkablecontribution to the current debate surrounding the achievements and insufficiencies of the Cuban economic reform that was formally launched in 2011.One of the novelties of the Guidelines of the Economic and Social Policy of theParty and the Revolution (popularly known as the Lineamientos) was to fosterthe participation of the non-State sector on the national economy. The openingand expansion of the non-State sector has been recognized as the most important structural reform in Cuba over the past several years due to the potential ofcreating highly remunerated jobs and for the improvement of general welfare.How much has been done, as well as where and how, are some of the burningquestions this study attempts to answer. The authors have succeeded in doingso by providing an insightful perspective on the development of different initiatives undertaken to animate the Cuban non-State sector in the context ofa centrally-planned economy that recognizes the socialist State-owned enterprise as the key economic actor.
