A Web-based Monitoring and Evaluation System for Government Projects in Tanzania The Case of Ministry of Health

Monitoring and evaluation systems are used byorganizations or governments to measure, track progress, andevaluate the outcomes of projects. Organizations can improvetheir performance, effectiveness, and achieved results in projectsuccess by strengthening their monitoring and evaluationsystems. Moreover, various studies reveal the need forinformation and communication technology systems inmonitoring and evaluation activities. Despite the advantage of thetools, most organizations do not employ computerized monitoringand evaluation systems due to their cost and limited expertisewhereas those having these systems lack a systematic alertmechanism of the projects' progress. Currently, the Ministry ofHealth, Community Development, Gender, Elderly, and Childrenof Tanzania monitors and evaluates its projects manually facingthe risks and consequences of delayed project completeness. Inthis study, the evolutionary prototyping approach was used todevelop the proposed system. This study describes thedevelopment of a web-based monitoring and evaluation systemthat aims to solve the monitoring and evaluation challenges,simplify works, generate quality data, and provide timelysuccessful project implementation. The developed system wastested and evaluated against the user’s requirements and waspositively accepted to be deployed at the Ministry of Health.
