The UN, human rights and water - ideology over access

Human rights and the privatization of water and sanitation services was published by the UN in July. I did not hear about it until last week, such was its impact. The report, by Leo Hel-er, the UN's special rapporteur, offers few surprises. As would be expected, the emphasis is on what has gone wrong in private sector participation (PSP) pro-jects rather than what has been done well. This is reflected in the footnotes, which serve as a useful introduction to the anti-private sector campaign groups and their parallel ideological universe.
