We present the calibration and scientific performance parameters of thePlanck Low Frequency Instrument (LFI) measuredduring the ground cryogenic test campaign. These parameterscharacterise the instrument response andconstitute our optimal pre-launch knowledge of the LFI scientificperformance. The LFI shows excellent1/fstabilityand rejection of instrumental systematic effects; its measured noiseperformance shows that LFI is the most sensitiveinstrument of its kind. The calibration parameters will be updatedduring flight operations until theend of the mission.Key words: cosmic microwave background -telescopes - space vehicles: instruments - instrumentation: detectors -instrumentation: polarimeters - submillimeter: general
