At present, the world economy is shifting to the model of knowledge-based economy, knowledge and technology to economic growth has greatly exceeded the sum of the contribution of capital, labor and natural resources and become the most important economic factors, economic growth rely on scientific and technological progress than before, scientific and technological innovation is more important than ever before, it is becoming the main causes and the most direct driving force of a region or country's economic growth and development.
