An Adaptive Rate Control Initialization Method for H.264 at Low Bit Rate

This paper presents an adaptive rate controlinitialization algorithm for H.264 at low bit rate. First wesearch the best initialization quantization parameters thatused to generate a reconstructed video sequence withhighest quality and reconstructed video sequence qualitywithout extremely change of GOP (Group of Pictures) indifferent characteristic video sequence and different low bitrate. And then we propose a model to express therelationship of bit rate and best initialization quantizationparameter. Moreover we use the proposed model to easilydetermine the best initialization quantization parameter oftarget bit rate. Compared with two noted algorithms, themeasurement result of the objective PSNR and thesubjective image quality of the proposed method has thebest initialization quantization parameter.
