摘要

China nowadays has became one of the largest energy consumers and carbon emitters in the word with the rapid economic development. The economic development of Beijing-Tianjin-Hebei region has played a pivotal role in the national economy. It is one of this research project that how to develop economy and reduce emissions. This research chooses the data of Beijing-Tianjin-Hebei region as samples to demonstrate the effect of low-carbon city by using comprehensive evaluation index. Firstly, this paper constructs the comprehensive evaluation index system of the low carbon economy city in order to analyze the factors of carbon emissions based on a mount of research and papers about low-carbon connotation and low-carbon evaluation index. The comprehensive evaluation index system of the low carbon economy city included 6 primary indexes and 12 secondary indexes; they are respectively low-carbon economy, low-carbon energy, low-carbon construction, low-carbon traffic, low-carbon society and low-carbon policy. Secondly, It is described in detail the reasons for choosing the TOPSIS method based on fuzzy sets. In part 2 Methodology, the TOPSIS method which is most widely used recently compared with the intuitionistic fuzzy sets TOPSIS method which is used in this paper from the application data to analyze the advantages and disadvantages of the two methods in detail. Due to the establishment of low carbon city evaluation index contains qualitative statistical data, so choose intuitionistic fuzzy sets TOPSIS method combined with TOPSIS method for comparative analysis. Finally, this paper lists five cities included Beijing, Tianjin, Shijiazhuang, Baoding and Qinhuangdao as the representatives of the Beijing-Tianjin-Hebei region. The conclusion of this article is that the low carbon level of the cities from high to low in order is Beijing, Tianjin, Qinhuangdao, Baoding and Shijiazhuang. The result revealed that the comprehensive evaluation index system based on intuitionistic fuzzy set is effective to evaluate the cities’ low-carbon economy and the building of evaluation system also has important practical significance to regulate and guide the development of economy and improvement of environment.
