Due to the typical characteristics of heterogeneity and concurrency of the Disaster Emergency Satellite Observation Mission (DESOM), it’s hard to assign and schedule satellites precisely to satisfy the requirements. Based on the analysis of the characteristics of DESOM, a novel model which uses Amount of Effective Information (AOEI) of DESOM, is proposed to describe the capabilities of satellites observation in the spatial dimension, temporal dimension and spectral dimension. With this model, the mapping from requirements of disaster response mission to capabilities of satellites observation is accomplished by the subsequent method of standardization, relational analysis, etc. Experimental results prove the model and related methods in this paper can accurately describe the capabilities of satellites and provide a new way for proper selection and assignment of satellites when execute DESOM.
