PROBLEM TO BE SOLVED: To provide personal information of a user to the crew who is responsible for facilitating emergency countermeasures when the user is put into incapacitation. SOLUTION: When a user (3) is put into an adverse circumstance or incapacitation, a rescue signal including personal information can be transmitted to the crew (911) who is responsible for facilitating emergency countermeasures by using a transmitter (10). The crew (911) who is responsible for facilitating emergency countermeasures is able to help the user in response to the rescue signal.
