Dobrogea, the Danube Delta and Snakes’ Island become integrating parts of Romania, the moment the country gets officially its international independence. This is the starting moment when the Royal Family, Government, Dobrogea officials but also private entrepreneurs have developed tourism infrastructure development projects for the Black Sea coast. Regardless of motivation and social-economic and political considerations, on the eve of XIX-XX centuries as well as in the interwar period, Constanta and Mamaia benefit from urban utility improvements, (electric lighting, sewage, street paving, hotels, the casino) from beach development, treatments, cultural and summer entertainment, elements of progress and modernity that will warn Europe that at the gates of the Levant a civilization was born and it asked to be discovered and known.
