In 1972 leaders of most of the nations of the world gathered inStockholm for an historic first global summit on the environment, theUnited Nations Conference on the Human Environment.1 By a vote of 112-0, representatives of the nations assembled at that conference adopted adeclaration emphasizing the importance of protecting the planet’senvironment and outlining foundational principles of environmental law.2Now, more than four decades later, nearly all countries have adoptedsubstantial environmental laws.3 But despite considerable progress,pollution problems still pose fundamental threats to public health in someparts of the world.
