Vers une meilleure gestion des situations incidentelles ou accidentelles?: instruction gouvernementale du 12 ao?t 2014. Bilan de l’expérimentation par trois Associations Agréées de Surveillance de la Qualité de l’Air (AASQA)

On January 21st 2013,a strong smelly emission was emitted by a chemical factory in Rouen. The plume has spread on/to the urban center before reaching the area of Paris and the South of England. Thousands of people have been annoyed. This event created a crisis and highlighted some gaps in the management of such incidents. As a result, the French government published an instruction on August 12th, 2014, about the management of incidental or accidental situations from which danger and/or inconvenient substances may be issued. This governmental instruction wants to improve the mobilization and coordination of all actors who can answer in alarm, valuation, information and recognizes a place for the AASQA in crisis management. In this context, three AASQA, Air Normand, ATMO Auvergne-Rh?ne-Alpes and AirPACA, have volunteered and have participated in an experiment since 2014. This experimentation covers 3 parts: expertise including metrology, communication and organization. A report was put back to the ministry in charge of the environment as well as to the ATMO Federation in order to share the recommendations in particular with all the AASQA (Associations Agréées de Surveillance de la Qualité de l’Air).
