The impact of the new dairy policy on performance of a local dairy chain: case of the wilaya of Tizi-Ouzou - Algeria

Thehighvolatilityofworldpricesofthemainmilkproducts,sincethefoodcrisisof2007-2008,hassignificantlyweakenedthedairypolicyimplementedinAlgeria,questioninggreaterstateinterventionintheregulationofthedairysector,thatregulationisnecessaryalthoughitiscontroversial.Theimplementationofanewdairypolicy,from2009,involvingarangeofpublicpolicyinstruments,mustdealnotonlytoexternalshocksduetothevolatilityofworldmarketprices,butitmustalsoenhancethelevelofperformanceisessentialtothelocaltrack.Itisinlightofthisnewcontext,wepropose,inthisarticle,anevaluationoftheperformanceofthelocaldairyindustryatthewilayaofTizi-Ouzou.Itwillinitiallybeinterestingtoshowthenewglobalorganizationandfunctioningofthelocaldairyindustry.Theroadtraveledbythelocaltrackthankstothepremiumsofstateshow#8217;saremarkableimprovementintermsofoutputgrowthfromrawmilk(about10%peryearsince2009)andtherapiddevelopmentofcollectionsystemtherebyconsiderablyreducingtheweightoftheinformalcircuitofrawmilk.However,thislocalindustryisstillsubjecttoasetofconstraintshinderingitsobjectiveoffoodsecurity.
