ON THE ASSESSMENT OF THE EFFICIENCY OF THE FIRE BRIGADES OPERATIONS

In the state statistics of fires and their consequences there is no reflection between relationship of these individual fire risk as well as the specific value of the damage (including terms of money) with the parameters of the operational fire protection activities. Therefore the authors of this paper suggested a method that allows evaluating and comparing the particular fire departments activities for different periods of time in monetary value. The application of this methodology is shown by the example of the Russian fire statistics. Thus, it is defined the average duration of fire in 2011 – 42.12 min. The specific total material loss for each minute of average fire was more than 9000 rubles. In addition, for every 100 fires had more casualties 7 people, i.e. the average value of the fire risk R₂ (victims / fire) was 7.1?10^-2, it is significantly higher than the standard value. In 2011 its reduction was at least 1.8 minutes, the arrival time of the first operational firefighters and rescuers to 5234 fires that occurred only in the time interval of the first arrival of the guard to the fire would preserve living about 500 people and material assets of more than 539 000 rubles. If we take the index “statistical life value” under the federal law of the Russian Federation of July 27. 2010 № 225-FZ “On mandatory insurance of civil liability of the owner of a dangerous object for injury resulting from an accident at a hazardous facility” of $ 2 million rubles, then the estimated cost effectiveness of the above further enhance rapid response to fires in Russia was not 539 000 rubles only the direct material damage, and the amount of great value to 1000 000 rubles.
