One of the most important factors that necessitated theperestroika of the Sovieteconomy was the national architectural-development complex consuming up to20 percent of the national income. The total number of employees engaged inthe complex, amounts to approximately 15 000 000 including 11000 000 builders,800 000 planners, 60 000 architects and town planners and 15 000 researchers
