Reasoned opinion on the modification of the existing MRLs for propamocarb in rocket and leek

In accordance with Article 6 of Regulation (EC) No 396/2005, the United Kingdom, hereafter referred to as the evaluating Member State (EMS‐UK), received an application from Horticultural Development Company (HDC) to modify the existing MRL for the active substance propamocarb in rocket. In order to accommodate for the intended use of propamocarb, the United Kingdom proposed to raise the existing MRL from 20 mg/kg to 30 mg/kg. In accordance with Article 6 of Regulation (EC) No 396/2005, Ireland, hereafter referred to as the evaluating Member State (EMS‐IE), received an application from Bayer CropScience Europe on behalf of the Propamocarb Task Force to modify the existing MRL for the active substance propamocarb in leek. In order to accommodate for the intended uses of propamocarb, Ireland proposed to raise the existing MRL from 10 mg/kg to 30 mg/kg. The United Kingdom and Ireland drafted an evaluation report in accordance with Article 8 of Regulation (EC) No 396/2005 which were both submitted to the European Commission and forwarded to EFSA. According to EFSA the data are sufficient to derive the MRL proposal of 30 mg/kg for the intended foliar applications on rocket and leek. Adequate analytical enforcement methods are available to control the residues of propamocarb on the commodities under consideration. Based on the risk assessment results, EFSA concludes that the proposed use of propamocarb on rocket will not result in a consumer exposure exceeding the toxicological reference values. A potential acute exposure can not be excluded for leek containing residues of propamocarb at the level of the MRL that would be required for the intended NEU and SEU uses of propamocarb after foliar applications.
