摘要

Senior Pentagon officials for months have publicly touted an internal budget review said to have "harvested" $5.7 billion in "savings" that can be reinvested in military modernization and readiness, but the process, along with newly surfaced documents breaking down the cost cutting, is generating heartburn on Capitol Hill. The review, which Defense Secretary Mark Esper ordered last August, targeted the Pentagon's $99 billion "defense-wide" account, which includes civilian management agencies commonly known as the "Fourth Estate," as well as the Missile Defense Agency, U.S. Special Operations Command and the Defense Advanced Research Projects Agency. The review did not include the military services or other combatant commands.
