Military battles over budget, Esper turns up heat with new reform agenda

Army and Navy leaders took the Pentagon's internal spending debate public last week as they discussed a variety of stresses on their respective budgets, following new orders from Defense Secretary Mark Esper mandating aggressive "clean sheet" reviews for next year. Chief of Naval Operations Adm. Michael Gilday said at the Surface Navy Association symposium Jan. 14 that his service needs a larger share of the Pentagon's budget to reach its goal of a 355-ship fleet within 10 years. The service has decided it will not count unmanned vessels toward that goal.
