The cities in general, are treated as an ecosystem and as such contains a community of living organisms, with the predominance of man, a physical environment that transforms itself the result of internal activity, and an operation based on the exchange of matters, energy and information. In this context, we insert to the object area of the proposed study: a particular area illegally occupied by 200 families with precarious homes, located in a risk area along the River Passo Fundo, in the Neighborhood of Cruzeiro, next to the city center of Passo Fundo, RS. Although the environmental issue has gradually assumed greater importance in recent years as a sustainability factor, there is difficulty in assessing the environmental damage caused by a particular type of intervention and its cost. After characterization of the study area, the use of questionnaires was performed on samples from three groups of residents of the surrounding area, with rays from 0 to 200 meters, 200 to 400 meters and more than 400 meters of the study area. The indicators discussed cultural, socioeconomic aspects and existing environmental impacts to evaluate the possible interventions of urban and environmental recovery and at the same time to guide future public policies of urban management.
