This is a factual report prepared from a study made by a group of staff members in the Division of Public Health Methods of the U. S. Public Health Service. The Association of Schools of Public Health was responsible for the initial request for this report. Representatives from the schools of public health, the American Public Health Association and other interested agencies planned the study and acted as an advisory group, with Lowell J. Reed, Ph.D., as Chairman. The report was written by Dr. Leonard S. Rosenfeld, with the assistance of MIarjorie Gooch and Oscar H. Levine.
