An Analysis of the Romanian Think Tanka€?s Perception on the Strategic Agriculture Policy Options Available After 2013

The European Commission recently proposed a Common Agricultural Policy reform thatleaves to each Member State an important freedom in choosing its own strategic options after 2013.To evaluate the Romanian position concerning these possibilities, around 70 Romanian think-tankswere surveyed in spring 2012 with the help of an electronic questionnaire. It was formed by 14questions grouped into three main sections and sent into research, administrative and professionalorganisations. For the first pillar, results showed that more than 40% of the participants sustain theregionalization of the a€?basica€? and of the a€?environmentala€? payment. In the same time, for the big sizefarms the a€?basica€? payment should be conditioned by a recognized legal status. In order to identify thesmall farms, Romania should better use the economic size expressed in European Size Units. Allfarms comprised between 2 and 8 Economic Size Units can become eligible for the a€?smalla€? farmpayment after 2013. The ecological focus areas are the most important actions from the a€?greena€?payment area. In the second pillar, Romanian think tanks sustain also the rural development plansa€?regionalization to better respond to the actual rural realities. Moreover, the rural area should not beredefined using the OECD methodology.
