The hutu Forces Democratiques Pour la Liberation du Rwanda (FDLR), based in the Democratic Republic of Congo (DRC) remains a concern for the stability of the DRC, as well as Rwanda. The FDLR could again cause the Rwandan Patriotic Army (RPA) — the army of the Rwandan Patriotic Front (RPF) polit-ical party in power in Rwanda — to invade the DRC on a significant scale. The RPA itself has never, despite the Rwandan Administration of Paul Kagame signing accords to the contrary, fully withdrawn from DRC territory. Analyst Jason Stearns spent several years in the DRC, in direct contact with the FDLR.
