Most us and foreign media failed to note the watershed shift in the tenor of the second Administration of US Pres. George W. Bush over the first term. The shift — expressed re-soundingly in Pres. Bush's Inaugural Address on January 20, 2005 — marked a significant move toward more subtle power projection, and away from the first term's emphasis on the export of "democracy" to the world. Instead, he re-focused the ideo-logical debate around the concept of "free-dom" as opposed to "democracy", with the implicit message that the US would not be seeking to impose, or even suggest, an ideology or form of government on others, but would assist all who lacked it in obtaining freedom.
