Ethiopia Revives as a Red Sea Power

ETHIOPIAN PRIME Minister Abiy has failed to give Egyptian Pres. al-Sisi a way of backing off the momentum toward serious conflict. Dr Abiy is overwhelmed by urgent issues, including a shortage of cash and his dissipating approval ratings in the run-up to the June 2021 elections, and he ignores longer-term planning, diplomacy, and information operations. Pres. Sisi is a prisoner of his own internal problems, particularly with the economy, and such problems demand a diversion. The issue of "Nile water" remains emotional, and yet it threatens to lead Egypt into a bankrupting conflict and the abandonment of real strategic threats on the Libya front.
