It has traditionally been countered by political means - even collective action blessed by the UN seeks to deploy political-military tools to deter or combat aggressors. But over the past century, another project has made fitful progress to counter interstate aggression by legal means, triggering formal processes for collective security or holding individual national leaders accountable.
