Practicality or perfection?

In recent years, the UK MoD's procurement system has frequently been criticised heavily for its well attested failure to deliver equipment on time and to budget. Some of the more outspoken postings on various websites hint darkly at possible reasons for this failure to deliver. Yet few who have worked with staff in Defence Equipment and Support (DE&S) can doubt their determination to make their project a success, and their frustration when it comes in late, over budget or is cancelled altogether.
