Korea: rebasing mega programme

Defence forces across the world are facing similar challenges: how to manage savings across the board, whilst transforming to meet future operational demands and, at the same time, conducting current operations. Few would argue that operations and training for operations are the core business of armed forces. Yet those who understand the complexities of defence would acknowledge that the Firm Base, which is the secure home base environment that sustains the armed forces, is also critical to military capability. However, every penny spent here is a penny lost from the overstretched budgets for personnel, equipment and training, and so the spotlight is increasingly concentrated on finding savings and efficiencies from supporting areas and infrastructure in particular.
