EU sets refunds at nil as Portugal takes over chair role

On 1 July 2007 the Portuguese took over from Germany as chair of the European Union's council of ministers for the next six months with the motto "A stronger Union for a better world". Portugal's priorities are set out in a 12 page document. The first priority is to establish the Inter Governmental Conference (IGC), which will work out the details of the outline agreement on a reform treaty. This is to replace the failed constitutional treaty.
