Today governments at all levels in the US, and indeed around the world, are dealing with declining revenues and increasing costs across the board. Thus, government executives are challenged each day to do more with less - or as Ashton B. Carter, US Under Secretary of Defense for Acquisition, Technology, and Logistics, bluntly stated, to "do more without more."1 Budgets are being tightened, positions are being eliminated (or simply not filled), and yet agencies and their personnel are asked to carry out bigger and more important missions with fewer resources with which to do so.
