Governments are aiming to become more data-driven and, subsequently, have adopted a set of guidelines to embrace data, both internally to improve services and externally to drive new economies. The Open Government Data (OGD) initiative offers more transparency and insight to citizens via the publication of government-originating data sets in a machine-processable format. All over the (mostly Western) world, legislation has been created to stimulate agencies to publish data sets. For example, Europe has made this a key part of its Digital Single Market strategy, and European Union (EU) regulation has been imposed on member states requiring them to set up a portal and publish open data sets under the overarching EU OGD program.
