The new chief executive of the Highways Agency has been told to make sure he improves its forward investment planning. Graham Dalton was named last week as the successor to Archie Robertson, who stepped down at the end of May after four-and-a-half years in the post. The agency came under attack three times in the past year for overspending - in the Nichols report, a National Audit Office report and a public accounts committee review. In some instances jobs cost 40 per cent more than originally estimated. The director of the Civil Engineering Contractors Association Rosemary Beales said: "We encourage him to recognise the benefits of a robust and consistent forward plan for investment in the highways.
