The Highways Agency is to overhaul its procurement strategy for active traffic management construction schemes, which could mean contractors bidding for work across several projects. Chief executive Graham Dalton said the Highways Agency could itself take on procurement for commodities such as gantries and road signage.This would leave civ-ils work such as building emergency refuges and strengthening the hard shoulder to contractors. Mr Dalton said: "Hard shoulder running is a different type of product to road widening. For the commodities, we think it makes more sense to buy in bulk, as we'd get a better deal."
