College building: will they ever learn?

The Learning and Skills debacle continues to hack away at the best attempts of the construction industry to regain some confidence about the future. As we report this week (page 5) the LSC has said that its decision about the delayed college building programme... has been delayed. rnCompanies involved in the 71 projects in limbo were supposed to have found out this week which ones would get the bailout money promised in the Budget. It now seems surprised that quite a lot of the projects consider themselves shovel-ready and want the money to go ahead.
