News that the Greater Manchester waste contract - worth almost £400 million to main contractor Costain - has finally secured funding should be a cause for celebration in showing that massive PFI deals can still be bought together with a mixture of government and commercial money (see page 14).rnThe confirmation of the deal isn't just important for the companies that will be involved directly, vital though that investment is. It is also has major symbolic value. Not only has the Treasury's infrastructure 'bank' acted, but it has acted quickly.
