New housing minister Grant Shapps is set to miss a key target in his first year in office.rnMr Shapps said in opposition that he wanted to see more homes built each year than the Labour administration averaged over the past decade.rnAccording to his own department's figures, 147,000 homes have been built on average over the past 10 years.
