Taxes could be ￡11 billion lower if the public sector pay bill had risen in line with the private sector bill in the past two years, according to the Centre for Economics and Business Research.rnThe saving would have made the entire rise in income tax and national insurance contributions in 2010 and 2011 unnecessary, said the CEBR.
