Disposal costs for certain grades of construction and demolition waste have surged by 2,460 per cent overnight. This followed a change, made without notice, by HM Revenue and Customs that set a £64-per-tonne tax for sending 'fines' - the small pieces of material left over after recycling waste - to landfill. Such material had previously been charged at only £2.50 a tonne but this is set to soar to £72 next year and £80 in 2014.
