The Mineral Products Association recently published its second assessment of the cumulative impact of environmental and planning-related taxation and regulation, which highlighted the ever-increasing scale and cost of this burden on our industry. Total sector costs of identified measures are £400m a year now, likely to rise to £665m annually from 2020. Climate change and energy measures are currently equivalent to 17 per cent of the gross value added (GVA) of the cement industry, but this proportion could increase to 77 per cent from 2020 (from £5lm to more than £250m a year). Even for the less energy-intensive aggregates, asphalt and ready-mixed concrete industries, the cost of these measures will increase from £20m now to £48m a year from 2020.
