The Highways Agency's chief executive has asked contractors to help the roads body "avoid dropping the ball" as the government sets out plans for its long-term reform. In the government's command paper, Action for roads, set out this week, it committed to turning the agency into a publicly owned company with six-year £28bn funding certainty for capital projects and maintenance. The government said it would set out a new Roads Investment Strategy with plans for construction and maintenance to 2021 and beyond.
