It's an imperfect solution to a controversial problem. Operation Stack, the procedure used by Kent Police and the Port of Dover to park HGVs on the M20 when services across the English Channel are disrupted, can cause huge disruption to local residents and businesses, especially when the problems drag on for days at a time. Last summer saw one of the most disruptive periods of Operation Stack since it was first introduced in 1988. Striking French employees of the MyFerryLink company ensured the procedure had to be implemented at the end of June 2015, with a queue of more than 4,500 lorries stretching back some 50 km from Dover. A fourth phase of Operation Stack had to be implemented for the first time ever, meaning the motorway was closed between junctions 8 and 12 in both directions, with the daily cost to the UK economy estimated at £250m.
