Network Rail 'asleep at the wheel', says CEO

Network Rail chief executive Andrew Haines has admitted that the transport body has been "asleep at the wheel" and failed to "step up" to improve performance. In a panel discussion on rail performance, Mr Haines began his introductory speech by saying: "I upset a colleague last week. I said we have been asleep at the wheel. National Rail has not stepped up."
